The Hover-Piano is an extraordinary and complicated flying machine built by Mr. Rosebank in his spare time.
It is also the school bell. The Hover-Piano signals the end of each period; when you hear it, it is time for your next lesson.
Very little is known about it apart from three core facts:

Mr. Rosebank appears to be able to overcome the technical problems in the short-term, but over time, they always seem to re-emerge.
